RULES & GUIDELINES

CHLD Recreational Program Rules

As always, the main objective of the rec league is to give the participants a chance to play soccer and have fun, while learning soccer skills, teamwork, and sportsmanship. In support of this goal, there will be no team standings kept. All players should receive approximately equal playing time.

Game/Practice Schedule
Practices will begin during August. While practice schedules are up to the coaches and parents of each team, it is recommended that practices be limited to no more than 2 per week. Games will be held on Saturday afternoons. Each team will play 8 games beginning the Saturday after Labor Day. No games will be held on Columbus Day weekend. In cases of inclement weather, cancellation decisions will be made on a game by game basis by the coaches involved.

Equipment
Each player is required to wear shin guards. Jewelry is not allowed (this includes earrings.) Socks and shirts will be provided by each local program. Please remember to bring plenty of water to games and practices. Water consumption during games and practices is important for the health and safety of our players.

CHLD Program Rules

  • Games will consist of two (2) halves of thirty (30) minutes each.
  • Play will be 8 versus 8 à seven players plus a goalkeeper on each side.
  • Whenever a team trails by 3 or more goals, it may add an extra player and play with 9 players until such time as the lead returns to less than 3 goals. If a team trails by 6 or more goals, they may add 2 extra players.
  • FIFA soccer rules will apply except as noted in this document.
  • Field size to be decided by each league. Recommended field size is 60 yards by 80 yards. Recommended goal size is to use full size goals (8ft by 24ft).
  • Ball size #5 will be used. Each team is responsible for bringing a game-condition ball to each game.
  • Offside will be enforced.
  • Unlimited substitutions may be made, with the consent of the referee, at the following times: Prior to a throw-in by the team in possession
  • Prior to a goal kick, by either team
  • After a goal, by either team
  • After an injury, by either team, if the referee has stopped play
  • At half time

Neither team may substitute on a corner kick. Only the team possessing the ball may substitute on a throw-in.

  • All decisions of the referee are final. Referees will be assigned by the soccer league owning the field being used for the game. Each team is asked to provide a flag and linesman to assist the referee. The linesman can be one of the coaches. Referee fees are $20 per game ($10 to be paid by each team). In the event that a referee does not show up, coaches are asked to find responsible parents to help with officiating the game.
  • While slide tackling is not prohibited, dangerous play will not be tolerated. Dangerous play includes reckless tackling, tackling from behind, and striking the ball with the foot above chest level.
  • The referee may remove a player for the remainder of the game (a red card) for repeated acts of misconduct. This includes exceptionally rough play or unsportsmanlike conduct. A team with a red-carded player will be able to replace that player on the field and will not have to play short-handed.
  • Coaches are encouraged to make substitutions and position assignments in a way to keep games competitive and prevent run-aways. Each player is expected to have approximately equal playing time.
  • There may be game-time situations (like field size, missing players, or weather conditions) that may require temporary modifications to these rules. Coaches are authorized to make these game-time decisions as long as both coaches agree. All other issues should be relayed to your league representative for resolution. Again, please do whatever is reasonable to promote safe, fair, and competitive play.
  • Decisions regarding game cancellations due to inclement weather are left up to the coaches of each game. In the event of inclement weather, please contact the opposing coach to discuss whether to play the game. If you decide to cancel, it is the coaches responsibility to contact his/her players and to contact his/her league coordinator. The league coordinator will be responsible for calling the assigned referee. Play must be immediately stopped in the event of lightning. Rescheduling of cancelled games is left to the discretion of the individual coaches. If you reschedule a game, please be sure to reserve a field and referee through your league coordinator. There may be times when a field is closed due to poor conditions (e.g. standing water). In these cases, league coordinators will notify the affected coaches directly
